Assessor's Primary Duties

The County Assessor's primary duty is determining the value of all taxable real and personal propery, within their jurisdiction, for the purpose of equitable distribution of the tax liabilities of property owners for various districts.

The certified county assessment/tax rolls provide the basis of revenues collected for the government services that citizens require. Thus, to a significant degree, the well-being of local government and of the taxpayers it serves depends on the thoroughness and fairness with which the duties of the assessor are discharged.

Historical:

The Assessor's office focuses primarily on the assessment and appraisal of real property for tax purposes. Our county is on a four-year re-valuation schedule, meaning we re-value a specific zone once every four years. Our appraiser, Greg Anderson, will be revaluing South Ferry County, including Inchelium, for 2004. 2005 re-valuation covers the towns of Republic and Keller; 2006 re-valuation covers the towns of Curlew & Orient, and the northern portion of the county; and 2007 re-valuation covers the Curlew Lake, Rose Valley & Sherman Pass areas. The cycle repeats itself thereafter.

The Assessor's office is also responsible for the review and valuation of personal property on an annual basis. Personal property listings for businesses are due April 30th of each year. The Chief Deputy reviews each list for changes and additions, and adjusts our records accordingly.

The Assessor also reviews and processes exemption applications and continuances for Open Space, Forestland, Senior Citizen and Disability classifications. These programs provide tax relief for the numerous self-employed ranchers and farmers in Ferry County, as well as the increasing number of senior citizens and disabled landowners who reside here.

In addition to valuation and assessment of real and personal property, our office also processes ownership changes generated by recorded legal documents. Ferry County leads the State for the timely processing of land divisions, segregations and ownership changes. We currently have a documents turnaround time of only three days, and we regularly beat our re-valuation and assessment deadlines.

 

PROPERY TAX CALENDAR:

January 1 - Real and Personal property subject to taxation and valuation for assessment purposes.
February 15 - Property taxes can be paid on and after this date. These taxes are based on assessment made in the previous year.
March 31 - Applications for exemption from the property tax must be received by the Department of Revenue to avoid $10/month penalty. (example: churches & granges)
April 30 - Personal property listing reports must be filed with the county assessor.
April 30 - Last day for payment of first half taxes.
May 1- Assessor must notify applicant for forest land designation and open space farm and agriculture lands prior to this date of approval or denial.
May 31 - Assessor to have a completed listing and placing of valuation on all property no later than this date. Change of value notices to be sent out to land owners in the quarter of the county being revalued.
July 1 - Appeals to be filed to the County Board of Equalization by July 1 or within 30 days of the date of notification.
July 15 - County Board of Equalization meets in open session.
August 31 - New construction is placed on current assessment roll up to the August 31 date at the assessed valuation of July 31st of that year.
September - Assessors' certification of assessed valuations to taxing districts.
October 31 - Last day for payment of second half taxes.
November 15 - Last day for city and other taxing district budgets to be filed with clerks of Board of County Commissioners.
November 30 - Last day for the Board of Commissioners to certify the county assessor amount of taxes levied upon property in county for county purposes, and the respective amount of taxes levied by the board of each taxing district.
December 31 - Last day to file applications for designation of forest land and open space farm and agriculture land.
