that an application has been filed in the office of the Board of County Commissioners of Ferry County by Colville Confederated Tribes-IT Division requesting a franchise authorizing and empowering the applicant to enter upon the right‑of‑way of certain county roads within Ferry County for the purpose of constructing, maintaining, operating and using a Fiber Optics Cable system and necessary appurtenances; also the right to construct and maintain any and all other necessary and proper appliances and appurtenances in connection therewith, over, under, upon or along the right‑of‑way of said county roads in the County of Ferry, State of Washington, as follows:

NOTICE OF APPROVAL OF LOCATION AND DESIGN
The Board of Ferry County Commissioners does advise that the Ferry County Engineer, acting as the Approving Authority for the County, has approved the following described location and design in Ferry County.
The Project will involve the following section:
Rail-Trail Trestle Decking & Gravel Surfacing Project
County Road Project No. 11-4
Federal Aid Project No. STPE-EN10(024)
Beginning at M.P. 1.63 on Kiwanis Road at trail intersection and extending to 50 feet south of south end of existing railroad trestle across Curlew Lake
The Project provides for:
Preliminary and construction engineering, The proposed work includes placing a treated timber deck and railing system on the trestle, rebuilding the approaches to the trestle to provide access, constructing a small parking area near the intersection of the grade and Kiwanis Road and resurfacing the parking area and approximately 1000 feet of the existing grade with cement stabilized crusher fines. All in accordance with the approved design deviation from WSDOT.
All maps and data concerning this project will be available for public inspection at the County Engineer’s office in Republic.
This notice is in conformance with Federal Aid Highway Act, 23 U.S.C. 101 et. seq., 128, 315, section 2(4), 2(b), (2) and 9(3)(1) of the Department of Transportation Act, 49 U.S.C. 1651(a) and (a)(2), 1657(3)(1); 49 CFR and 1.4(c) and 23 CFR and 1.32.

MANUFACTURE or SUPPLY of WINTER SAND and MAINTENANCE GRAVEL
The Ferry County Board of Commissioners will receive sealed bids at the Commissioners' Office, located at 290 E. Tessie Av. Republic, Washington until the hour of 2:30 PM, on Monday, May 20th, 2013, after which time bids will be opened and publicly read for the improvement project described below:
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Bidder is solely responsible for the timely receipt of his/her bid. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to the County. The Board reserves the right to reject any or all bids, or to accept the bid which it appears will best suit the County's need and interest.
Bids must be placed in sealed envelopes clearly marked "2013 SUPPLY OF WINTER SAND AND MAINTENANCE GRAVEL”, in lower left corner of envelope. Faxed bids will not be accepted.
